A mobile application for letter disposition and internal correspondence management at the Office of Roads and Spatial Planning, Central Sulawesi Province. Built in collaboration with Banua Coder, Surat BMPR modernises the letter-handling workflow — from receipt, leadership disposition, through distribution — making it faster, traceable, and accessible from any mobile device.

// Problem

The Challenge

Internal correspondence and letter-disposition workflows still relied heavily on physical processes: wet signatures, inter-departmental dispatch, and manual tracking that often resulted in delays. The Office of Roads and Spatial Planning for Central Sulawesi Province needed a digital system that would simplify the disposition flow, give real-time visibility over letter status, and remain usable by both leadership and staff from anywhere via mobile — without sacrificing the audit trail required for public-service governance.

What We Built

Banua Coder built the Surat BMPR mobile application using Flutter with a Laravel-based API layer. The app covers incoming-letter intake, multi-level disposition flow, push notifications for every status change, traceable letter history, search and filter by classification, and digital signatures for disposition purposes. The architecture was designed around comprehensive audit-trail requirements and is ready to extend to other correspondence modules over time.

Context

Surat BMPR is a letter-correspondence and disposition application for the Office of Roads and Spatial Planning, Central Sulawesi Province. This project sits at the intersection of two needs typical of public-sector work: speeding up administrative flow without losing the trail and accountability standards that public service requires.

In the Central Sulawesi provincial context, modernising correspondence workflows like this is a concrete step toward more responsive and well-documented governance.

What We Built

The Surat BMPR mobile application was built with Flutter and a Laravel backend:

  • Incoming-letter inbox: A list of letters addressed to the user, with status updated along the disposition flow.
  • Multi-level disposition: Leadership can dispose letters to staff or relevant divisions, with notes and follow-up instructions.
  • History and search: Every letter has a handling trail visible to authorised parties — important for audits and cross-division coordination.
  • Push notifications: Instant alerts when a new disposition arrives or a status changes, so follow-up is not delayed.
  • Digital signatures: Dispositions can be signed in-app without circulating physical documents.

Impact

Surat BMPR brings internal correspondence at the Office of Roads and Spatial Planning, Central Sulawesi Province into the mobile channel, reducing reliance on physical workflows and giving leadership the ability to disposition letters from anywhere.

Alongside PICO Sulteng, Surat BMPR strengthens Banua Coder’s portfolio of digital solutions for the Central Sulawesi Provincial Government — at the public-service tier (PICO) and at the internal-governance tier (Surat BMPR).
